"It's" always means "it is." The correct possessive form for "it" is "its," with no apostrophe.

There were other spelling mishaps; they've always been corrected once spotlit.

Actually, this isn't an error. If you said the sentance without the contraction it would be "It is lights out for..." This is not a posseive it's, making Sutter's usage correct.
