"It's" always means "it is." The correct possessive form for "it" is "its," with no apostrophe.

Yeah, I'm pretty sure this is the first hero to have any sort of grammatical/spelling error... I'd love to see an English teacher or something for the next hero!

Actually, this isn't an error. If you said the sentance without the contraction it would be "It is lights out for..." This is not a posseive it's, making Sutter's usage correct.
